On the eve of the conference, St. Petersburg Governor Vladimir Yakovlev and Governor of Leningrad Region Vadim Gustov noted that much has already been done in Russia's north-western region to ensure the smooth functioning of the 9th Transport Corridor. In order to handle the increasing volumes of freight it is however necessary to build and begin operating new ports, highways and in general create the appropriate infrastructure, something which of course requires major funds. In the governors' opinion, establishing an attractive investment climate in St. Petersburg and Leningrad Region in the near future will assist the inflow of capital and will help solve the problem of financing.
